help -- why doesn't my 1.17 editor work at all?

Before 1.17 I've happily edited rules with no problems. Now, after installing patach 1.17f and using editor 1.17, if I make *any* change to rules the game does nothing when I select "new game"--it just makes the "new game sound when I click on "new game" but does nothing. If I then swap back the unmodified 1.17f civ3mod.bic file that I backed up, the game works fine. What is going on? Thanks for any help.

That's because editor 1.17 is the wrong one, it won't work with the 1.17 patch. You need to get editor 1.15, it's around here somewhere. Apparently they sent out the wrong editor with the patch.
