how to establish embassy ?

Hi, I know that when you first discover Writing, you have the option to establish embassies with everyone you know at that point. But if you choose not to establish one at that time, how do you establish one later on in the game ? The Civilopedia says to double-click on the capital city but that's not having any effect for me ...
