no, it recognizes all of them-i've tested it...I think that's something that was fixed in 1.17...
THe reason for having anything is that games without civ-specific-abilities and UUs start very slowly, and are not as much fun IMO. Everyone having everything makes the game go a bit quick, but it's even and not too slow.
PS: i've been playtesting (and just playing!) and it seems you need to satisfy all 6 advantages with wonders to get a golden age...
