Can The Editor...

I've been playing around with the editor and noticed that there's no way to set up a sepcific secnario (i.e. place units, cities; edit population and output; place borders etc...)
Could Someone PLEASE prove me wrong.

It is not possible yet, but Mike B (Firaxis editor programmer) is working on it.
