Can you convince or bribe another civ to break a mutual protection pact with another civ, and if so how? I don't see anything on the diplomacy screen that indictates this is an option.

Well, I don't think there is that direct option, but If you are interested in attacking one civ without their MPP partner attacking you, one approach that works is:
Establish an MPP with that other (powerful) civ. Then declare war or better yet incite a war, but insure that they attack you on your territory. This makes the mutual MPP partner cancel their MPP and attack the civ that has attacked you.
