Can't use Draft!!!

HELP PLEASE

After altering the rules on a world i have created once i get to Nationalism i can't draft soldiers why?

As far as i know i havn't messed with the Uprgade option so how did this happen and how do i get the draft back?

Also i'm given Nationalism for free! What's going on?

I can't help you with the drafting problem but I think you get nationalism for free because you have chosen a scientific civ and so you get one tech for free when entering a new age.
