How to plant spies?

I'm playing the Greeks. I discovered Superconductor, and tried to build The fuel component. It needs uranium. I have no uranium. Nobody has excess uranium. I decide to use propaganda to take a German city of Konisberg. I have to plant a spy. There's no plant spy order in the espionage screen. How do I plant a spy?

You will need intelligece agency SW to do this, then you do in the same way as with embassies.

Double click on the pentagon icon of the city where you built the intelligence agency.

Press Shift-Ctrl-E (Or was it Shift-Alt-E? Well, try it out).

Well, it found out that a old trick is better than a new one. Konisberg was immune to propaganda, so I bulit a few Modern Armors and drove over those few Riflemen and rusbuilt the fuel component.
