Patch 1.17 bug

I have noticed that playing civ3 after installing the latest official patch that I am no longer able to upgrade units. Case in point: Currently I am playing the Americans (in America of all places). I just made a road that brings iron into Washington, enabling me to build swordsman. However, when I activate my warriors in Washington or bring additional warriors into the town I am unable to upgrade them to swordsman (the command is no longer available). Anyone else having this problem other than me?

Maybe a dumb question but do you have the required tech?

Yes, I have Iron Working. Furthermore I currently have 3 cities. All three are connected via roads and two of the three have their own iron resource with a road bringing iron in. However, I can only build swordsman in my capitol. I never had problems like this with civ3 until I installed patch 1.17f.

Maybe another dumb question but:

Do you have baracks in your cities?

DOH!! Man do I feel like a pickeled idiot. I forgot baracks. Well, that is what having kids does to your brain.
