Well I can't believe that no one else has spotted this bug yet but I haven't seen it on any of the "Known Bugs Pages" or even the fixed bugs on the patches, so here it is.
When rebasing any air unit (Helicopters with cargo or without, fighters, bombers, etc.) if you hold down 'Shift-R' and place the mouse over any square where you normally could not rebase to (IE: anywhere outside carrier/city) the cursor rapidly switches between the 'targeting cursor' and the 'can't move their cursor'. And if you click a few times on any square the unit moves there! I mean any square, I've moved F-15's onto plains in enemy territory, helicopters onto ocean squares, bombers onto mountaintops, and they all function as they would if they were in city.
Using this same technique I was even able to place an inifinte number of planes in ONE CARRIER! And by far the weirdest part: I could rebase to AN ENEMY CITY!
I ahve been able to reproduce this "forced rebasing" again and again with every time of air unit I could think of and it always worked.
