I pach the game and then start the editor. Change some stuff like colours, save changes and start civ3. After that when I press new game absolutely nothing happens. I hear the pressing sound but it doesn't start.(same thing with quick start). When I try to load a game it gives me somekind error reading file. I heard that the 1.17f editor working fine. So anyone know a solution??!!

You are probably using the wrong editor. The patch came with editor v1.17. It creates BICs not readable by the game, you should download editor version 1.15.Creator of the Civ3MultiTool

Thx... Well it starts the game but now another problem. I edited these things:
1. Changed some colours
2. Put all great wonder specialties off ( etc Great library scientific) cause I hate wonders to cause golden ages
3. And then I changed the unit upg correctly. so for excample musketman won't upg to musketeer.
After that I start a new game. And when I press "B" to found a city the whole game crashes.
Same kind of problem I had before the pach with colours. For some reason Rome which colour I gave to Russia didn't work at all. Cause games with Rome crashed.

So don't change the colours! They haven't fixed every problem in the game, so if it was crashing before the patch as well, then obviously they haven't made any changes to that area yet.
I'd suggest that you start from a clean slate, and slowly add things, one at a time. It's a complex game and there's a lot of things that can crash it when you're modding. So you just have to wade through it and eliminiate the possibilities. At this point no one's exactly sure what works or what doesn't, so trial and error are going to be part of the modding process for awhile. I've spent 3 months on my mod, only to have a strange bug show up when I was almost done. That's just part of the process.

i too changed the colors and found out that color changing is highly unstable right now, but there is a fix for this
go in your civ3/art/units/palettes file then copy the otp00.pcx (ie put it in a zip file, and rename it then bring it back to the palettes file) so you have otp17.pcx through otp.31.pcx
firaxis mentioned this in the chat and said they would fix it in the next patch
