is there a way i can edit the settler unit to only be able to settle on plains/hills?

it would be nice to be able to build cities on mountains as well (which is kinda the opposite of what you are asking). my guess is that it is hard coded.

what i mean to do would make colonies more useful for those open deserts etc.

basically, when someone whined at me for whining, they said to do somehting like this, but i dont know how

Raise your food requirements to 3, increase your irrigation bonuses for grassland/plains by 1. Remove both irrigation and food from Hills, Tundra and Desert. Voila, Settlers controlled!
