MOD: No Resource Modpack-Finally on this site

The no-resource modpack makes the game more fun and less realistic by getting rid of resources to build things.
Changes
Republic is now Roman Republic
Democracy is now Federal Republic
Pure Democracy added
Resources required to build nothing
