How does IFE work in the patch 1.17f?

I havn't played Civ3 in since before Christmas and want to start again. I was reading tips here on the forum and came across Velociryx strategy thread (wich is very good) and said the IFE (lumberjacking,or chopping and reforesting trees) is not as effective after the patch.

What I would like to know is how so? I Keep getting the message that my city was getting 10 shields for deforesting. Am I reading things wrong on my game or is something else different?

I have like 6 workers deforest and then forest all the time in the same square. What is less effective in the patch then?

As far as I know after the patch you can get the shields only once per each forest square.
