The city squares produce different amounts of resources depending on their size. Can the editor change these values?
In that case, one could drop the food production in the city square to battle ICS.
The difference between industrial society and information society:
In an industrial society you take a shower when you have come home from work.
In an information society you take a shower before leaving for work.
That's an interresting question- it would be kinda cool, for example, to create a hostile "all-desert" type scenario where the only cities would be the capitals... no settlers could be built... but, of course, the city center would produce buttloads-o-food for larger cities...
I don't recall an editor function for this effect, and, as far as I can tell, most city squares have the 2-1-2 food/ shields/ trade thing goin' on...

Are you talking about the city center square, or the ones around it in the area of influence? Sorry, I don't understand quite what you're asking. If it's the city center, no you can't change it. If it's the squares around it in the area of influence, yes you can. You can also raise your citizen's food requirements to 3, and slow it down that way as well. But you'd have to make some other adjustments. That's what I've done in my game, and it's working fairly well.
