I don't know if this would be possible, but what if someone just made it so that roads, mines, irrigation, and forts all cancel each other out, like mines and irrigation. That way people would have to choose what tile improvements to put down, even roads.. It would make railroads giving a production bonus a bit less excessive.
I looked in the editor, and the text files the game came with, and couldn't find a way to do this anywhere, so it may not be possible, but it's an idea. At the very least things would get much, much less cluttered.
