Civ3Edit Problem

Has anyone encountered an error after you use the editor to create a map and you start a game with it. You then try to access your science advisor and cant select a technology to study. You are stuck from there you cant select a tech. but you also cant leave your advisor until you select one.

This is a problem with 1.07f (prepatch) if, and only if, you did uncheck default rules in your file.
