Scenario Building Help Needed

Long time player (I,II and now III) but first time world/scenario builder. How do I tell the program where I want each of the nations I am making a part of the scenario to start? It seems like every time I load my scenario, my nation starts someplace different and the other nations have moved too. It is important that they start where I want them to. Any help is appreciated.

I believe at the moment you can't set your starting locations, at least not with the editor. I seem to recall reading about a hack somewhere that will allow you to though. Scenario options are still rather limited at the moment.
