Cannot unzip some posted files

Whenever I try to download files from the civ3-help section I get to download an 'attachement'. I rename this to a *.zip file. When I try to unzip these sometimes I get the error 'Cannot open file: it does not appear to be a valid archive'.
What gives?

It might be a .rar file as well.

renamed it to .rar, downloaded winrar and still no dice. The file is corrupt, it claims.

Any other ideas would be appreciated.
