numbers after civ name and government type

What are the 3 numbers in brackets after the civ name and government type in the Info box at the bottom right of the screen?

eg. Russian Democracy(3.7.0)

What does 3.7.0 mean? It not even in the screen shots in the manual.

Thanks, do the numbers always add up to 10? ie. are they just percentages telling me where the money of my entire civ go? (3.7.0) means 30% to the treasury, 70% to science and nothing to entertainment?
