Can't find resources

I am quite far into the game now and can see about 90%+ of the world map. I'm advanced enough to be able to use both coal and oil but I can't find it anywhere. And trust me, I have looked.

Does anyone know what I'm doing wrong?

Did you discovered the advance that makes it possible?

In my current game "a new resource was found near St.Petersburg" - but I could not find it at the map. It was right under the city!!! Invisible on the map.

Sometimes a new resource is under an old mine. Hard to see.

In order to see resources under cities or tile improvements, you can blind out all of them on the map. Very useful for resource-searching. The shortcut is something like Ctrl-Shift-M or similar. In case of doubt RTFM.
