I know this is ancient, but I used the Stone Interface and recently lost it...
Since this file was hosted off-site, it was very nearly utterly lost when the server evaporated. Luckily Sirotnikov tracked it down at civ.org.pl; specifically here.
However, without changing the files at all I've managed to get a better compression on them so it can be hosted here. It's now a self-extracting 7zip archive weighing in at 4.27MB.
Of course I can't upload an exe file here. Hmm...
