BUG: gap in buildings-small.pcx

[Vulcain]

I have noticed an empty line in the following PCX file:

- Art\City Screen\buildings-small.pcx

The empty line is just above the "Wealth" icon and below the "Police Station" icon and shifts down all the following icons.

Is this a bug?
