How can I set the starting locations??

I wanna put the Germans starting, on this one resource loaded island, but cant......(why did they do this!! ),

Civ2 let you put whatever civ you wanted to anywhere on the map for starting locations.....

Anyone know a way around this

You can move the start units of the civs by editing the saves.
