Civ3 Edit

After trying to use Civ3 Edit, I was surprised at how limited it was. Is there a patch that makes it more useful (eg, add new techs)? Otherwise, is there any other program or unofficial update I could use to get the most out of Civ3 Edit?

Also, is it possible to create a scenario where only a few civs are available to choose, and where they start with preplaced towns and already aquired techs, or would I have to cheat that in and use the scenario like a saved game?

Last thing............how would I cheat to achieve the above?
