Foreign Advisor

I'm playing a 10 Civ / large map game and when i go into the Foreign Advisor only 8 bubbles show up. Anyone know how to get the other 2 bubbles to appear? I have contact with all 10 Civ's and can trade with them all from the Trade Advisor by clicking on there spare luxury.

To change what faces that are shown use Shift+right-click.
