Captured Culture

Captured wonders produce no culture, but otherwise function. Is this by design or is this a bug?

Don't think so.
When Napoleon conquered Egypt, the pyramids remained an Egyptian wonder and didn't raise the French reputation.

The culture benefit remains with the building nation and I think that's good.

Good point. Shouldn't get culture credit for a wonder you didn't build.

PS--what happens when you capture a city that has a civ's small wonder (Pentagon, Heroic Epic, etc.)? Is it destroyed? If so, can that civ build another one? Curious...

Small wonders are destroyed upon capture of a city. The civ that lost the small wonder can rebuild....
