Polite Rivals...?

Hello again!

Thanks for answering the question I had about Future Tech before! This question has to do with my rivals in the game. Is "Polite" all I can get out of them? I bloody give them "gifts" from the Roman people, and they don't budge from Polite. How do I get them to like me ? d-: Maybe they're just jealous... Yeah... That's it...

Gracious is the only step (that I know of) above polite and usually they won't go above polite unless you are allied with them (MPP) or you give them a city or something huge.
