No notice of other civs building wonders

Sorry if this has been covered, but I can't find it. In previous CIV/CTP games there was an annoucement that foreign civs were starting to build wonders, as well as that they were getting close to completing them. I'm not getting these messages at all in CIV3. It's early in the game and I haven't met my rivals yet, but they build wonders and I have no chance to try to catch up.

Anyone know how to make the computer annouce when foreign civs are building/close to completing wonders?

It does tell when they start to build it if you have contact with them.

I think you might have to establish an embassy with them in order to know when they start a wonder. It doesn't warn you when they're about to finish although there isn't much you could do about it anyway.
