I don't think it is , just want to know if anybody knows for sure.

i do hate it when i get early ones due to wonders, when i am still expanding, and not be able to have them later, when most of the cities have reached a fair size, i have a decent tech output, and it will be more beneficial...

I once got golden age when I was modern... I must say I suddenly got from the last place, to the 3rd place. (Only 5 where alive so from 5 - 3) still, very nice. (Regent level)
I never got a Golden Age when I was Acient.
