Probably have to be a Firaxian who answers this, but maybe someone else has some experience that's applicable: If I were to give armor (both early and modern) limited bombardment abiltity would the AI know (and know how) to use it? While tanks with a small ranged attack sounds both cool and common sensical (not sure that's actually a word, but oh well) I don't want to give them one if only I will know to use it. As average a player as I am, the AI doesn't need any more disadvantages...

A.I.'s Tactical Grasp
"Of all tyrannies, a tyranny exercised for the good of its victims may be the most oppressive. It may be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end, for they do so with the approval of their own conscience."

Try it and see... I'm curious myself.
I tested this out on hoplites.
On top of a {*cough*} bombard range of 5, and a {*cough} 3 movement, they could build fortresses as well. (I liked the idea of military units building fortresses...)
Obviously, I never got to see if the AI built forts with them 'cause only I had them.
My advice would be to get a game into the modern era and THEN tweak with the changes."You don't have to be modest if you know you're right."- L. Rigdon

I've given bombard ability to other units and the only time I've seen it come into play on the AIs side was when I attacked a city with said bombarding units in it - they got the free hit on me before the combat began. I made sure to flag it correctly in the AI behavior section (which I think is a useful and often overlooked tool in making new mods, I've made the AI attack with riflemen and infantry and now the battlefield isn't owned solely by cavalry and tanks anymore in the late game).
I haven't experimented with it much, though. It could be that the AI feels it's better off using the regular attack of the units - I gave Infantry and Armor a 6.1.1 bombard ability, so it's not very strong by the time you get it...I may give an AI unit a powerful bombard ability just to see if it takes it into consideration.
