Need editor help

Um... When I load the editor all I get is the map. I want to change the stats of things ala the screenshot on this page: http://www.civ3.com/devupdate.cfm

Anyone know how to get to this screen? I can't find it.

Uncheck "Use default rules" in the Tools menu, and click on the Edit button in the toolbar.

If I change them, and that is all I change, I don't make a map. will those rules be used on my next game (map) created by the program?

Yep. What you change in the editor is the civ3mod.bic file, which holds all the rules for Civ3 games. Any game you play from then on has the rules changed as you did. Savedgames from before the changes may or may not work with the alterations.
