What are the assimilation rates of the different governments?

The difference between industrial society and information society:
In an industrial society you take a shower when you have come home from work.
In an information society you take a shower before leaving for work. -
I think it's a percentage.
Each goverment has a certain chance of converting foreign nationals into their own. Thus; democracy (4) 4% chance each turn to assimilate a foreign national. Beeing that the foreigners are the minority and that you have astrong culture in your city. The better the goverment, the better the chances of assimilation.
