i just loaded up an old game where my French had a rather extensive Empire right at the end of the game . I switched to communism just to see what effect it would have on corruption.
i thought corruption was supposed to be spread equally over the empire but it doesnt.
My capital wasted 6 out of 80 shields, a nearny city wasted 9 out 57 but my furthest city wasted 20 out of 27.
granted the furthest city used to only produce 1 shield under Democracy with a courthouse but this is hardly what i would call equal distribution.
i was expecting my capital to waste much more than it does but was also hoping the distant cities would get at least 30% shields, maybe 9 out of 27 would have been enough.
has anyone else encountered this or is corruption totally unstoppable regardless of government/improvements?
i am a rabid Civ fan but this, on top of alot of other things is really beginning to reduce my opinion of this game...
