  • Stagnant Growth in Paris?

I'm playing as the French--regeant level, standard map--and I'm having this problem with my capital city: it won't grow beyond size six. The city has ample food--five extra grain icons--but, somehow, it registers "Growth in 9999 turns." As far as I know, there is no prerequesite building to get a town past size 6 into a city, especially since I have plenty of other cities past size 6. Have i overlooked something or maybe this is just a bug?

Hate to ask the obvious, but does Paris have (or need) an aqueduct?

lol, i see the problem. I saw all of my other cities going to size 10 while my capital was still lingering at size 6...now I realise that those cities were next to fresh water. I guess I was thinking in civ2 terms where you need an aqueduct to get a city past size 8, and I had no idea about the exception with cities near fresh water. Thanks for the help!
