Where's the Forbidden Palace?

I built it in one of the first games but now I haven't been given the option to build it since (6 games ago). Im playing as the Americans on a huge map and have 16 cities on the same continent.

Any help would be appreciated. Thanks

I think the option appears after you have a certain number of cities but I am not sure

from what Ive read in the manual its 8 or so - I have 18 now! I know I've built it before but I haven't seen it as a build option of 3 or for games now. ITs frustrating cause corruption is killing me.

It is a different amount of cities for different sized maps, sorry I don't know the numbers, but it is a lot more than eight for a huge map.
