Does anyone know what difference this makes? In CIV1 and CIV2 the mannual was clear about the impact, but the CIV3 manual and Civilpedia are vague.

WLTKD lowers corruption in the city, and quite effectively at that! Think of it as having two extra courthouses temporarily. It's a quite strong reason to make sure every large city is popping fireworks.
