Green Caps

Has anyone seen green caps placed over resources? I’ve not seen any mention of them. I’ve been playing with the editor and wonder if I could have caused anything?

I have never seen these,do you have any screen shots?

Opps, my mistake
I did some more playing around and noticed that all the resources that had caps were those I built a fortress on. As I moved into the modern age they went from forts to bunkers.
