Ok, I whipped myself together a government mod, including four governments:
- Fascism
- Theocracy
- Constitutional Monarchy
- Democratic Socialism
I admit, the latter two were inspired by ancient's mod. And I know that there are a number of other mods introducing these governments as well. However, those include also a large number of other modifications, that I want to do without - therefore only the governments.
Wait, I changed one unit: the Privateer. Because it seemed too weak to me, I changed it to an attack value of 2 (before: 1), raised movement to 4 (instead of 3) and changed cost from 6 to 7. So far, the mod does not include descriptions of the governments for the Civilopedia. And I added a number of city names and a few leaders to the civ data.
How do you use this mod? Unzip the gov.bic file to your Civilization 3 folder. Rename your Civ3mod.bic to something else (civ3mod.old or the likes), so you can go back to your old data when you hate this mod. rename gov.bic to civ3mod.bic and start the game.
I have not yet tested the mod, as unfortunately, I lack the time to do so in depth and would be very grateful about any comments. And any constructive criticism. Below are the government stats (I changed resistance/propaganda settings, too, but that would be too much to post IMO).
Fascism (prerequisite Espionage):
Work rate: 3 (work programs for unemployed to make autobahns, etc.)
Assimilation: 2
Draft: 4 (males are trained for military service from infancy (Hitlerjugend), therefore increasing the number of draftables)
Military Police: 4
Corruption: Catastrophic (party members bribe and are bribed)
Hurry method: Forced Labour
War Weariness: None
Flags: Requires Maintenance
Diplomats: veteran (Fascist government, while not liked, managed time and again to get their demands granted (Sudetenland, Bohemia/Moravia) and even managed the seemingly impossible (Hitler-Stalin pact))
Free units: T-1, C-2, M-4 (Fascist units often received a fair amount of training and good equipment, making them more expensive than in other countries. Yet, there were enough conscript units, esp. Later during World War 2, that were relatively cheap.)
