  • MOD: Sytass' governments - need testers

    Ok, I whipped myself together a government mod, including four governments:
    - Fascism
    - Theocracy
    - Constitutional Monarchy
    - Democratic Socialism

    I admit, the latter two were inspired by ancient's mod. And I know that there are a number of other mods introducing these governments as well. However, those include also a large number of other modifications, that I want to do without - therefore only the governments.

    Wait, I changed one unit: the Privateer. Because it seemed too weak to me, I changed it to an attack value of 2 (before: 1), raised movement to 4 (instead of 3) and changed cost from 6 to 7. So far, the mod does not include descriptions of the governments for the Civilopedia. And I added a number of city names and a few leaders to the civ data.

    How do you use this mod? Unzip the gov.bic file to your Civilization 3 folder. Rename your Civ3mod.bic to something else (civ3mod.old or the likes), so you can go back to your old data when you hate this mod. rename gov.bic to civ3mod.bic and start the game.

    I have not yet tested the mod, as unfortunately, I lack the time to do so in depth and would be very grateful about any comments. And any constructive criticism. Below are the government stats (I changed resistance/propaganda settings, too, but that would be too much to post IMO).

    Fascism (prerequisite Espionage):
    Work rate: 3 (work programs for unemployed to make autobahns, etc.)
    Assimilation: 2
    Draft: 4 (males are trained for military service from infancy (Hitlerjugend), therefore increasing the number of draftables)
    Military Police: 4
    Corruption: Catastrophic (party members bribe and are bribed)
    Hurry method: Forced Labour
    War Weariness: None
    Flags: Requires Maintenance
    Diplomats: veteran (Fascist government, while not liked, managed time and again to get their demands granted (Sudetenland, Bohemia/Moravia) and even managed the seemingly impossible (Hitler-Stalin pact))
    Free units: T-1, C-2, M-4 (Fascist units often received a fair amount of training and good equipment, making them more expensive than in other countries. Yet, there were enough conscript units, esp. Later during World War 2, that were relatively cheap.)

    Theocracy (prerequisite Monotheism):
    Work rate: 2
    Assimilation: 4
    Draft: 2
    Military Police: 2
    Corruption: Rampant
    Hurry method: Forced Labour
    War Weariness: None
    Flags: Requires Maintenance, Standard Trade Bonus
    Free units: T-4, C-4, M-4

    Constitutional Monarchy (prerequisite Education):
    Work rate: 2
    Assimilation: 3
    Draft: 2
    Military Police: 2
    Corruption: Problematic
    Hurry method: Payed Labour
    War Weariness: Low
    Flags: Requires Maintenance, Standard Trade Bonus
    Free units: T-2, C-2, M-2

    Democratic Socialism (prerequisite: Mass Production):
    Work rate: 2
    Assimilation: 4
    Draft: 1
    Military Police: 1
    Corruption: Problematic
    Hurry method: Payed Labour
    War Weariness: High
    Flags: Requires Maintenance, Standard Trade Bonus
    Free units: T-2, C-3, M-4 (mandatory military service)

    sorry its just doesnt seem right that i made a mod that adds the 4 same governments first

    pluss i think i did a better job

    but then again mine is more of an all over mod and yours is just government..

    I think Democratic Socialism Should have atleast a 3 worker rate. because it should be similar to democracy

    well it actually depends how your thinking of it.. in more of a comunism way or more of a democracy..

    oh by the way your Corruption levels are entirely to high!
    you know theocracy and fascism should have low corruption

      Well, I put the corruption for both high for a reason. With Theocracy, I was thinking of medieval Europe, the corrupt clergy and the monks who lived in all but celbacy. Similar was it for Fascism, where every higher ranked official found his own niche, working for his good, then for that of the party. I think totalitarian regimes inherently suffer from higher corruption (black markets, bribery) than free societies, but I guess that's a philosophical question.

      I lowered the worker rate for Democratic Socialism to 2 mainly with respect to balance - else DS would easily outweigh Democracy. If I had to use real world reason I'd actually find it difficult to found that decision (maybe governmental suppor of weaker companies?).

      I didn't mean this as a rip off of your mod, it's just that the only thing that I'd liked to be added were governments, and maybe there are more like me around. If you like, I could credit you, or I could change the names of the governments. Or take this down in total.

        its ok..


        after all you were just thinking of the governments in an opposite way i was..

        fine although this is exactly how i started my mod.. except with only adding Fascism and Fundamentalism..
