Wartime Status

What's with this wartime status in Democracy? I switched to Wartime from Normal in the City window, and then wasn't allowed to leave it while still at war. This was significant because I had researched Sanitation during my war with the Russians, and wanted to grow my larger cities. The war was winding down, and I could afford to have a few cities not producing units. It doesn't make any sense that I'm not allowed to make this choice. Anyone know how to switch this choice off? (besides getting a peace treaty, I've got that one figured out!)
