I just wondered if is was possible to easily make a government form specific to certain civs. Since editing governments is one of the most powerful ways to dramatically change the game with the editor, this would be benificial in creating certain senarios. If anyone knows how, please let me know.

Actually, I can tell you that it is NOT possible, as things stand today.
It is utterly impossible to restrict an advance - any civ can have it or no civ can have it. Even the tricks from Civ2 that let you do this (if you kept the civs that were not supposed to get it from talking to or stealing tech from the ones that were) don't work in the Civ3 editor. You can't even give an advance as a starting advance to a civ with prereqs that can't be achieved (to keep the other civs from getting it), because starting advances for which you don't have the prereqs are not actually recieved until you get the prereqs.
You can tell all the civs you don't want to use that government to treat it as the one they avoid. However, best I can tell they ignore that setting if the government in question is advantageous (at least they did in the game where I tried it).
It would seem that it can't be done until/unless the editor patch fixes things to let you restrict advances like you can units.
