    How do you lower corruption in the rules. Also how do you zoom out when making a map.

    You can't zoom out.
    I'm not sure about corruption.

      As far as I know, zooming out is not possible in the map editor.
      Corruption is adjustable in a few ways, but they are not as straightforward as you might think. I don't think you can change corruption levels directly. What you can do is change some structures so they reduce corruption (much like the courthouse) You could also modify wonders and small wonder to reduce corruption as well. Government types can also be set to have different corruption levels, but it doesn't get any better than Democracy.

        Reducing corruption

        If you're looking to reduce corruption levels in general... A good way I find is in the editor. Open the world size tab and increase the "optimal number cities". This way you should be able to have more cities with less corruption. Play arround with it until you find the right amount for your game style.
