    I actually hoped that there should be laws and ordinances in the game, like in SimCity or the dictator-game Tropico.
    Like:

    Alcohol Prohibition
    Requires: Some police-stations
    Gives: Many, many corruption and it costs a few gold/turn, because of the loss of the brewing market, but it would increase production and increase religious happiness (happiness produced by temples and cathedrals), because the religious community is happy with your religious rule.

    Contraception Ban
    Requires: Medicine? I don't know ... may be that's too early
    Gives: You have a quick growing nation .. but there are chances of a mass epidemic ...
    It increases religious happiness.

    No More Capital Punishment
    Requires: Democracy
    Gives: More hapiness, but it will cost you 1 food per city, to feed the prisoners

    Allowing XTC Labs and Cocain Fields
    Requires: Mass Production?
    Gives: You 'steal' gold from nations (many gold per turn, opponents lose gold)
    But it's bad for your foreign relationships.

    If there comes ever Civ 4 this must be in it!
    Any one other ideas?
