  • Modifying Governments

    I've got a quick question about modifying governments: Is there any way one can give a government special qualities concerning happiness, science research, etc. like you could in Civ 2?? For instance, could I give a Fundamentalist gov't a -50% on research. If not (hint hint: Fireaxis) it would be a great thing to add to an updated editor.

      I believe you can limit the ability to spend money on research, which is a similar effect.

        It is not the same, then you get the money to other things.

        Also I believe that a limit would be on all, not just research.
