Q: how do I get the Foreign Advisor to show more than 7 Civs ?

The Foreign Advisor screen shows 7 other civilizations, but I am playing against the maximum number , two of them don't show up even though I have full diplomatic relations with them, I have embassies in all known civilizations.

You can change which civs it shows by shift (IIRC) + Right Click and select from a list, but it never shows more then 7+you civs at the same time.
