In domestic advisor, the numbers under the happy.content column do not seem to be accurate. ie. it will say 2.1 and I will have 2 content citizens, not 1 as indicated. Is this a glitch or am I missing something. Also, why don't they just put in the number of unhappy citizens as a third number?

happiness.content number in domestic advisor

I think the numbers in that column correspond to the happiness effects you've got in your cities.
So, if the first number says 1 it means that the city might have an entertainer or a luxury resource, not that you have one happy face in the city.
The second number might say 4 which would reflect things like garrisoned troops , temples , not, again, how many content faces there actually are.
I agree that an easily scanned number reference would be useful so we could see if our cities are sufficiently happy
