When I'm playing the game, I can't get my towns to morph into cities. When I have 6 citizens, and all of the food storage boxes are full, instead of getting a 7th citizen, the city screen says "Growth In 9999 Turns" above the food storage boxes. If I remove a citizen by creating a worker or settler, I can grow the town back up to 6 citizens, but I can't get the 7th. This is happening in all my towns.
I'm a complete newcomer to the Civ series, so I'm not 100% sure whether this is a bug or whether I need to do something (e.g., enter the next age, adopt a new form of government, etc.) before being able to turn my towns into cities. I'm currently playing the tutorial (does that have anything to do with it?), am still in ancient times and am still ruling by despotism.
Any help would be greatly appreciated.
