As the manual doesn't seem to cover it, I've been trying to understand how the number of food, shields and gold produced by the city centre tile is determined. I have come up with a set of rules that works for most cities I have checked, but not all pop 7+ cities. Can anyone show me where I am going wrong?
Town (pop 1-6)
For cities built on any terrain except flood plain, the city centre tile produces 2/1/1 plus any river or resource bonuses that apply (but not the bonus shield that appears in some grassland). On a flood plain, you get 3/1/1 plus river and resource bonuses (under despotism, you lose the 3rd unit of production, so you only see 2/1/1 without bonuses). The trade bonus under Republic and Democracy gives you 1 more gold from all gold producing tiles including the city centre tile.
So, for example, the city centre tile of a pop 6 town on grassland (2/1/1) by a river (0/0/1) under Republic (0/0/1) produces a total of 2/1/3.
City (pop 7-12)
All civs appear to get an extra 2 gold from the city centre tile once the pop reaches 7. Industrious civs also get 1 more shield and commercial civs get 1 more gold.
As I said, this works for most of the cities I checked. For example a city on grassland (2/1/1) with pop 7+ (0/0/2) by river (0/0/1) owned by German Republic (0/0/1) produces 2/1/5 (this is from looking at the city screen using "Investigate city", right-clicking on the tile in the map shows 2/1/6!). Also a city on a flood plain (3/1/1) with pop 7+ (0/0/2) by a river (0/0/1) owned by the English (commercial: 0/0/1) Republic (0/0/1) produces 3/1/6.
Unfortunately, my rule does not explain the following city. Grassland (2/1/1) pop 7+ (0/0/2) owned by English (0/0/1) Republic (0/0/1) should be 2/1/5 according to my rule, but is really 2/2/5. I've no idea where the extra shield is coming from. I don't have a save from right before it grew to pop 7, but it was producing 2/1/1 for a long time as a pop 6 town under despotism.
Metropolis (pop 13+)
I haven't checked yet to see if there are further bonuses when growing past pop 12.
