Somewhere someone (sorry I can't be more specific but memory fail me ) suggested changing Windows graphics Hardware Acceleration corrected the problem with slow scrolling on nVidia cards.
I had this problem but when I put the acceleration-slider down to the second-worst setting the scolling was suddently fine - best of all this method doesn't require reboot or installing old drivers. I realize it might not work for everyone, but it's definately worth a try.
I run on Windows 2000 Pro w. GeForce 2MX, nVidia v22.80 (beta) drivers and DirectX 8.1.
