Contacts in 16-civ game

When I play a 16-civ game, I can talk only to 7 civs - round portraits of their leaders are dispalyed on my foreign relations screen. How can I get in talk to other 8 civs other than directly contacting their units? Thank you in advance.

* When playing a game with more than 8 civilizations, you can assign specific civilizations to specific slots on the foreign advisor. Shift+Right-Click on the slot you want to change and select the civilization.
