I had a problem with slow scrolling and occational crashes which needed hardbooting. Found a (pre-patch) solution:
I changed "hardware acceleration" to "basic accelerator functions" (next to none) from
My Computer --> properties-->performance -->
graphics --> "advanced graphics settings".
No more sloppy scrolling and no crashing yet.
Seems to me there is a problem with nVidia chipset and Civ.
My machine:
600 C2 Oc'd to 900 MHz
512 RAM
GeForce II Mx
21.xx detonator drivers
